I would like some suggestions on handling cell phone users in the drive thru.  Especially during the morning rush or there is a line and they are holding up their finger for "just a minute" while they finish their call.

I worked in Hollywood for a while so completely understand how truly irritating this can be. I was very tempted to buy a cell phone signal blocker. http://www.espow.com/wholesale-high-power-mobile-phone-signal-jamme.... this may push some customers away but it may also help the morning rush move smother as well.
Funny story about a guy he was on the phone when he pulled up to the window I said in my nicest voice hi may I help you he screams just a minute than looks at me realizes what he did throws the phone and says that was not meant for you that was my ex wife on the phone.

It would only drive customers away if they knew your jammer was the reason the cell signal at your place was terrible.

 

That said, I wonder whether that is legal.

Good question about the legality of a jammer but you can by them at electronic stores. The people it would drive away would be the same people that are holding up the line and nothing drives people away like having the reputation of having slow service. No one has time to wait for there morning coffee. But it is a severe move so I never put it into action.

Yep - to the best of my knowledge they are illegal.  See links below if you need more information.  

Maybe a sign before they hit the windows asking them to be ready to order as a courtesy to the customers behind them?

Say you do jam the cell phone signal. Now instead of someone on the phone, you have someone playing with their phone as to why it doesn't work. Feel that it would cause more harm than good, it'll aslo effect people who can manage a phone conversation and say "Large Latte"


-Sir, we've been jammed. -what kind of jam? -Tastes like strawberry, sir. -Strawberry jam? There's only one man that uses strawberry jam. LONESTAR!!!
Just post a simple sign, there really is not a good way of dealing with it without negatively impacting customer service. You don't have any context for the customers conversation which makes it hard to deal with the situation gracefully.
