awesome photo i cant explain p-stat on a pump??????

does anyone else have any idea whats going on in this photo????? im extremely curious?

I think that it could be used to keep pressure to a machine that is on a water tank maybe????? it just doesn't make much sense - is it hooked to a machine?

guy I work with here has seen this before. it was used for a drive up that had a tank instead of being hooked up to municipal water. Thats all I can think of, where do the Pstat wires go?
