From what I understand, Latte Art began in Seattle at Caffe Vivace (home of David Schomer).
I could be wrong, so don't take that as absolute truth.
In regards to pouring latte art, there are tons of guides out there.
I'd suggest that you start by watching videos online. Youtube.com is a great source for latte art videos.
